Oxlade-Chamberlain has told Arsenal boss Arsene Wenger that he will not be extending his contract with the club.
Arsenal have offered the winger a new deal but he is not prepared to commit his future to the Gunners.
This has prompted Chelsea to make their move for the England international, with the report claiming they will start talks next week.
There is no mention of how much he would cost Chelsea but they would likely have to pay a premium due to being a Premier League rival.
Oxlade-Chamberlain scored for England in their 2-2 draw with Scotland earlier this summer.
