Chelsea were hit with a two-window transfer ban by FIFA earlier this year due to legal issues over youth transfers.
However, the club have launched an appeal on the decision and are hoping to be able to sign players this summer.
If they are successful, they will be looking to add to their squad to help Maurizio Sarri compete for trophies.
