Marco Van Ginkel is set to sign for PSV on a season-long loan deal, whilst Mukhtar Ali is set for a permanent move to Vitesse.
According to Goal, Van Ginkel looks likely to join PSV on loan, if the club is unable to work out a fee for the player on a permanent basis.
PSV are keen to sign the midfielder permanently – after his loan spell last season – but are unwilling to match his £10m price tag.
They are hoping that a low buy-back clause in the deal will help make Chelsea consider lowering their demands, with PSV willing to offer £6m.

If they are unable to iron out a fee, then Van Ginkel will join on a season-long loan, with an option-to-buy at the end of the campaign.
Goal also claims that Ali is set to join Vitesse on a three-year deal following a brief spell on loan last season.
The 19-year-old would be a surprise sale for Chelsea, given his promising performances for the youth sides at the club.
