Both clubs have confirmed the deal, as Palmer makes the switch to the Championship for the upcoming season.
The midfielder had been heavily-linked to Derby County and Norwich throughout the summer, but Blackburn have swooped in and secured his services.
Palmer spent the second half of last season on loan to Derby, after he failed to make an impact in the Premier League with Huddersfield.
He will now be looking to impress in the Championship at Blackburn and prove that he still has a long-term future with Chelsea.
The 21-year-old is an England under-21 international, but is yet to make his senior bow for Chelsea – having been with the club since 2016 after his move from – now – League One side Charlton Athletic.
