Palmer struggled to make the desired impact at Blackburn and will now be looking to end the season strongly under Lee Johnson at Bristol City.
The 22-year-old has shown his ability in the Championship in previous seasons, impressing for Huddersfield when they were promoted to the Premier League from the second tier.
Chelsea have sanctioned another loan deal for the attacking midfielder, who does not look to be in Maurizio Sarri’s plans going forward.
Palmer has been capped six times by England at under-21 level, scoring once, and is yet to make his senior bow for Chelsea.
