According to West London Sport, Chelsea are monitoring young Fulham winger, Harvey Elliot.
The 14-year-old is regarded as one of Fulham’s best young talents and many think he’s going to have a very bright future in football.
Manchester City, as well as Chelsea, are interested in signing Elliot, but City can’t sign him, as they are currently banned from signing youth players from other English clubs, after tapping up two schoolboy footballers and offering inducements to their family.

However, Chelsea are also under investigation about the ban to sign youngsters, just like City, so the move for Elliot maybe off very soon.
If Chelsea are allowed to sign Elliot, he’ll likely take the same route as most youngsters at The Blues, such as Ruben Loftus-Cheek, Tammy Abraham and Lewis Baker, by being loaned out to up their transfer value later on to make a profit on them, and not actually use them in their first team.
